Bill Would Strengthen Security Cooperation in the Caribbean to Combat Corruption, Halt Illicit Drug Trafficking, and Improve Regional Stability.

WASHINGTON, DC -- Today, Representative Adriano Espaillat (NY-13),  a member of the House Appropriations Committee, Representative Mark Green, M.D. (TN-07), member of the House Foreign Affairs Committee’s Western Hemisphere Subcommittee, and Representative María Elvira Salazar (FL-27), Chairwoman of the House Foreign Affairs Committee’s Western Hemisphere Subcommittee introduced a bill to provide substantial funding to the Caribbean Basin Security Initiative (CBSI) for the next half-decade.

CBSI funding remains in an annual state of uncertainty, as funding for this important program currently requires reauthorization each fiscal year. To resolve this, the Espaillat, Green, Salazar bill would provide the program with greater long-term stability and authorize robust funding of $82,000,000 per year for the next five years.

“The Caribbean Basin Security Initiative (CBSI) is critical to our efforts to improve security cooperation with Caribbean nations and combat illicit drug trafficking, support justice sector reforms to strengthen the rule of law, and address instability caused by natural disasters throughout the region,” said Congressman Espaillat. “Strengthening the security of the Caribbean in a multidimensional manner will help fortify stability and development with some of the United States’ closest allies. As we continue our work together, we are taking vital steps to increase citizen safety, build resilience to natural disasters caused by global heating, and improve strategies to reduce illegal narcotics trafficking in the region. I look forward to my continued partnership with my colleagues in the Senate—Senators Time Kaine (D-VA) and Marco Rubio (R-FL)—who recently introduced a Senate companion to this legislation. Our joint engagement to bolster support for the Caribbean Basin Security Initiative will help improve the United States’ effectiveness in addressing the ongoing concerns in the region and provide real, long-term solutions.”

The Caribbean region is particularly susceptible to the destabilizing effects of the drug trade. Since its creation in 2010, the CBSI has been crucial in helping our partner nations in the Caribbean improve their capacity to combat transnational crime, violence, and the regional instability that has been caused by years of devastating hurricanes. The CBSI has served as an important means of enhancing regional security of the United States while strengthening important partnerships in the Western Hemisphere.

This robust long-term funding for the program will promote civilian safety, security, and the rule of law in the region by enhancing law enforcement and military capabilities, strengthening strategic cooperation, and bolstering local justice systems. 

Last week, U.S. Senator Tim Kaine (D-VA), Chair of the Senate Foreign Relations Subcommittee on the Western Hemisphere, Transnational Crime, Civilian Security, Democracy, Human Rights, and Global Women’s Issues, and Subcommittee Ranking Member Marco Rubio (R-FL) introduced the Caribbean Basin Security Authorization Act companion bill in the Senate reaffirming support for the Caribbean region.

Community Project Funding allows Members of Congress to direct congressional funding to their districts to help address the needs of the community. This funding is critical to helping support the administrative and operational functions of eligible groups in the district. 

Eligible entities that can apply for funding include state or local governmental entities and certain eligible non-profit organizations.  All for-profit groups and entities are ineligible.  Eligible projects are broken down by each spending bill.

WASHINGTON, DC – Representative Adriano Espaillat (NY-D) and Representative Jenniffer González-Colón (PR-R) sent a letter to U.S. Trade Representative Katherine Tai and U.S. Secretary of Commerce Gina Raimondo urging that the Dominican Republic be exempt from Section 232 steel and aluminum tariffs in order to help facilitate the ongoing hurricane recovery efforts in Puerto Rico. 

“The Dominican Republic is an important ally of the United States, with robust commercial and security ties through CAFTA-DR and the Caribbean Basin Security Initiative. Importantly, the Dominican Republic is a critical exporter of steel and aluminum to Puerto Rico, as Puerto Rico’s local economy does not produce steel. Exempting the Dominican Republic from the steel and aluminum tariffs under Section 232 of the Trade Expansion Act will support hurricane recovery efforts while also bolstering our relations with an important partner in the Caribbean,” stated the Members. “Exempting the Dominican Republic from Section 232 steel and aluminum tariffs would directly assist Puerto Rico’s recovery efforts by providing the island with the commodities necessary to rebuild its critical infrastructure. The United States has already exempted several countries from Section 232 steel and aluminum tariffs—including Brazil, South Korea, Argentina, Australia, Canada, Mexico, the European Union, Japan, and the United Kingdom. 

“It is critical for this administration to take additional action to advance Puerto Rico’s recovery efforts from these devastating hurricanes. In this spirit, we request that you exempt the Dominican Republic from Section 232 steel and aluminum tariffs,” concluded the Members

Please note that, unfortunately, the House Republican Majority has stripped all Department of Labor, Education, Health and  Financial Services/General Government (Small Business) projects. The new GOP majority also set stringent limitations on the Department of Housing and Urban Development, CDBG – Economic Development Initiatives account. This year, no programmatic or operational expenses are eligible for this account. The only eligible use of funds will now be for land or site acquisition; demolition or rehabilitation; blight removal; and construction and capital improvements of public facilities, except for “buildings used for the general conduct of government”. 

Additionally, Republicans have barred museums, commemoratives, memorials, swimming pools, water parks, golf courses, healthcare facilities, and venues strictly for entertainment– e.g., theaters and performing arts venues from receiving EDI funds.

Statement from Representative Adriano Espaillat on Reports of Reinstating Migrant Family Detention.

 

WASHINGTON, DC – Today, Representative Adriano Espaillat (NY-13), Deputy Chair of the Congressional Hispanic Caucus (CHC), issued the following statement in response to reports that the Biden administration is considering reinstating the practice of detaining migrant families at the border. 

“America is a nation of immigrants, and yet, our system to support immigrants and their families remains broken,” said Rep. Espaillat. “I am deeply troubled by reports that the Biden administration is considering the reinstatement of a policy that would detain migrant families as they arrive to our border. As we work to address this crisis, we must move forward to implement solutions that treat families with humanity, and these reports are a reversal of the progress that we have made since the previous administration to stand in solidarity with these families as they seek asylum here in our nation.” 

The New York Times first reported the possible restart of the family detention policy, which would revive a Trump-era policy to detain families upon their arrival at the U.S.-Mexico border. Rep. Espaillat has led efforts urging the Biden administration to take more compassionate and humane approaches to addressing the immigration crisis and reiterates his call to address the root causes of migration and the crisis of democracy in Latin America and the Caribbean forcing families to flee their homes.   

“Meaning immigration keeps families together and does not tear them apart further when they are at their most vulnerable. I encourage the administration to reconsider these actions and will continue my work with my Democratic colleagues to fight for meaningful immigration reform for asylum seekers and the families here in our nation,” Espaillat concluded.

Bringing Help for Renters and a Cleaner Environment.

New York, NY – The Inflation Reduction Act (IRA), signed by President Biden in August, is the single largest investment the country has ever made to protect our environment, lower our greenhouse gas emissions, and tackle the climate crisis. While much of this is accomplished by way of tax credits for businesses and homeowners, there is also good news for renters, as well as important measures for communities who have for too long paid the steepest price for poor environmental policies.

For starters, there are rebates covering 50-100% of the cost (depending on income) of replacing home appliances with new energy efficient models. That’s up to $840 for a clothes dryer, electric stove, or oven; $1,750 for a water heater; and $8,000 for an air heat pump. Renters are eligible for these rebates themselves, or they can ask their landlords to take advantage of the incentives.

In an apartment building where at least half of the tenants earn a low or moderate income, property owners are eligible for rebates to upgrade ventilation, insulation and electric wiring. And landlords who have at least four units in their building can take advantage of a tax deduction to help make the apartments more energy efficient, which will mean renters can save money on utility bills.

It will also mean cleaner air to breathe both inside and outside and it will reduce the number of children who develop respiratory diseases such as asthma. A study published in the International Journal of Epidemiology found that “children living in a home with gas cooking have a 42% increased risk of having current asthma [and] a 24% increased risk of lifetime asthma.”

But it’s not just air pollution inside the home that harms New Yorkers. Communities on the frontline of the climate crisis, such as those in Harlem, East Harlem, Washington Heights, Inwood, and the Northwest Bronx, face disproportionate pollution outside their homes from transportation exhaust. There, too, the IRA provides much-needed relief by incentivizing the transition to zero-emission vehicles.

There’s a $40,000 tax credit for heavy-duty electric vehicles like school buses, a $7,500 tax credit for new electric cars, and $4,000 for used electric cars. That is in addition to the recently announced $18 million grant from the Infrastructure Investment and Jobs Act to purchase 51 electric school buses that will go to underserved and overburdened communities across New York City.

These efforts will help supercharge our zero-emission goals and complement the recent $116 million U.S. Department of Transportation Lo-No Emission bus grant awarded to support the Metropolitan Transportation Authority transition its entire fleet of 5,800 buses to zero emission vehicles by 2040. Electric vehicles on the road instead of gas and diesel means cleaner air for our communities.

It is also critical that we acknowledge that in New York City, there are an estimated 370 heat-related deaths each summer, and these disproportionately impact Black and Latino New Yorkers. The IRA will provide cover for these heat islands, as they are known, by pumping $1.5 billion into the U.S. Forest Service’s Urban and Community Forestry Program to help plant more trees in urban environments.

The Inflation Reduction Act has rightfully been praised as an historic step in the fight against climate change and will infuse nearly $400 billion in federal funding to help our nation reach our climate goals by the end of this decade. Members of Congress and the Biden administration must commit to working with grassroots climate justice organizations to ensure that the law’s implementation delivers critical investments to communities of color and areas of low income, realizing the potential of the $60 billion intended for environmental justice communities.

The IRA is a victory that we can all be proud of, and it will hasten our transition to a clean energy future and economy while lowering energy costs and cleaning our air. But it will do something else as well: it will ease the financial and health burden of New York City renters, while taking important steps to right the wrongs of decades of environmental injustice.

Representative Adriano Espaillat Announces CHIPS for America: Notice of Funding Opportunity.

 

WASHINGTON, DC – Representative Adriano Espaillat (NY-13) encourages businesses in New York’s 13th congressional district to apply for funding through the Notice of Funding Opportunity for Commercial Fabrication Facilities, the first of several funding opportunities that the U.S. Department of Commerce’s CHIPS Program Office will use to accomplish the important mandates laid out in the CHIPS Act (15 USC Ch. 72A).  

On February 28, 2023, the CHIPS Program Office released its first funding opportunity to boost domestic semiconductor manufacturing, solidify America’s technological leadership, and promote U.S. economic and national security. 

The bipartisan CHIPS and Science Act of 2022 provides $52.7 billion in federal funding to revitalize the U.S. semiconductor industry, including $39 billion in semiconductor incentives, $13.2 billion in R&D and workforce development, and $500 million to strengthen global supply chains. The CHIPS Program Office within the U.S. Department of Commerce is responsible for administering the $39 billion in incentives pursuant to Section 9902 of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021. 

The CHIPS Program Office’s first funding opportunity seeks applications for projects involving the construction, expansion, or modernization of commercial facilities for the fabrication of leading-edge, current-generation, and mature-node semiconductors. This includes both front-end wafer fabrication and back-end assembly, testing, and packaging. Pre-applications (optional) and full applications for leading-edge facilities will be accepted on a rolling basis beginning March 31, 2023. Pre-applications (recommended) for current-generation, mature-node, and back-end production facilities will be accepted on a rolling basis beginning May 1, 2023, and full applications for these categories will be accepted on a rolling basis beginning June 26, 2023. 

All potential applicants are encouraged to submit statements of interest beginning today so that the CHIPS Program Office may gauge interest in the program and prepare for application review.

WASHINGTON, DC – Representatives Adriano Espaillat (NY-13)Grace Meng (NY-06), and Joe Morelle (NY-25) the three New York members of the powerful House Appropriations Committee—which funds federal agencies and programs—announced today the start of a new cycle for state and local governments and non-profits to receive direct federal funding through the Appropriations process.  They have also created guidance to help New York nonprofits and government entities navigate the Community Project Funding process in Congress.

Community Project Funding recognizes that Members of Congress know their districts best and know the needs of their communities.  Unlike the former congressionally directed spending, also known as “earmarks,” the revamped Community Project Funding process prioritizes accountability, transparency, and strong community support. Updated reforms require rigorous vetting, limits 15 community project requests from each Member of Congress, public disclosure of potential recipients on the Congressmember’s website, and certification that no Congressmember’s family can benefit from the project.  To assist potential New York recipients in learning more about the process, EspaillatMeng, and Morelle created a concise fact sheet.

Resolution Condemns the Russian Government’s Gross Violations of International Law Amounting to War Crimes and Crimes Against Humanity in Ukraine.

 

WASHINGTON, DC – This week, Representatives Adriano Espaillat (NY-13) and David Cicilline (RI-01) introduced a resolution calling for Russian President Vladimir Putin and the Russian government to be held accountable by the international community for their ongoing violations of international law committed during the illegal and barbaric invasion of Ukraine. The resolution also condemns the Russian government’s gross violations of international law amounting to war crimes and crimes against humanity in Ukraine, stands in solidarity with the people of Ukraine, and expresses support for the efforts of international organizations to help people displaced by war and conflict.

“Putin's unlawful and barbaric invasion of Ukraine makes clear his desire to return to a bygone Cold-War era of conquest and violence, and the world must continue to meet this moment with strength and action.” said Congressman Espaillat. “Putin’s barbarous assaults on residential buildings, schools, synagogues, and churches across Ukraine, and his ruthless targeting of innocent Ukrainians throughout this conflict, makes clear he is a man without remorse, a moral compass, or respect for international law. The United States must lead in calling for accountability for Putin’s monstrous actions, and by uniting the international community in our opposition to tyranny and unrelenting commitment to freedom.”

“Last year, I saw firsthand the pain and suffering that Putin and his government are causing with this illegal war,” said Congressman Cicilline, who traveled to the Poland-Ukraine border in March 2022. “Conditions have only worsened as Putin continues his delusional quest to reconstitute the USSR. He, and the forces under his control, are targeting civilians, hurting millions, and killing children. Specifically, the Espaillat-Cicilline resolution:

*  Condemns the continued use of unlawful and indiscriminate violence against civilian populations by the Russian government, its allies, and any other parties to the conflict;

*  Urges the global community to hold Vladimir Putin and the Russian government accountable for war crimes committed during the military invasion of Ukraine;

*  Urges the United States and its allies to continue providing defense security assistance and humanitarian aid to Ukraine as Ukrainians valiantly defend their freedom against Russia’s military invasion;

*  Supports the continued use of sanctions against Russia and its allies until Russia is held accountable for its crimes and unequivocally recognizes Ukraine’s internationally recognized borders and political independence;

* Urges the United States to maintain support for international organizations, such as the United Nations High Commissioner for Refugees, helping Ukrainians fleeing conflict as well as the over 100,000,000 people around the world who are forcibly displaced due to persecution, conflict, violence, and human rights violations; 

*Urges the United States to treat all forcibly displaced people with dignity and abide by the Protocol Related to the Status of Refugees, ratified by the Senate in 1968, and thereafter considered law;
