WASHINGTON, DC –Today, Representative Adriano Espaillat (NY-13) hosted a Member-level congressional briefing for his colleagues and congressional staff to discuss the current state of play for the Deferred Action for Childhood Arrivals program, which is known as DACA, ahead of the 5th U.S. Circuit Court of Appeals decision, expected soon, regarding the program’s future. 

During the briefing, Rep. Espaillat was joined by Juliana Macedo do Nascimento, Deputy Director of Federal Advocacy of United We Dream (UWD); Todd Schulte, President & Executive Director of FWD.us; Andrea Senteno, Washington D.C. regional counsel at the Mexican American Legal Defense and Educational Fund (MALDEF); Ignacia Rodriguez Kmec, Immigration Policy Advocate, the National Immigration Law Center (NILC). Leaders discussed the fate and potential impact for the nearly 600,000 Dreamers protected under the DACA program and next steps and actions to protect them.

“I am appreciative to the immigration policy leaders and everyone who joined for this important briefing on the state of play of DACA and the legislative path ahead to ensure permanent protections are passed in Congress this year," said Espaillat. 

"The future of DACA recipients' ability to renew their work authorization and deportation protections is at risk pending litigation in the 5th Circuit Court of Appeals. This is not the first time the program has been jeopardized, but this current threat is the most severe that DACA has faced to date. We understand what is at stake and cannot allow these young people to slip through the cracks or their future to be put at risk.

"We will fight and reaffirm our commitment to finally being able to provide DACA recipients the opportunity to work, live, and contribute fully to the only country they know as home. This is an incredible time in the history of our nation to deliver immigration reform, and we must meet the moment and deliver protections for hardworking immigrant communities across the country."

The purpose of today's briefing was to educate and update Members of Congress and congressional staff on the latest DACA updates to create urgency around passing legislation by end of this year and the 117th Congress to protect immigrant youth, and to encourage others to speak out publicly about the urgency for the need for immigration reform.

H.R. 6 has great bipartisan support and Americans overwhelmingly support providing Dreamers with a pathway to citizenship.

NEW YORK, NY – Representative Adriano Espaillat (NY-13) released the following statement upon return from Puerto Rico and the Dominican Republic to assess damage following Hurricane Fiona, which made landfall to the region last week and left at least 16 people dead and thousands without power or running water.

Earlier today, Rep. Espaillat joined New York City Mayor Adams and city leaders in support of the region affected by the storm. 


“We have witnessed catastrophic devastation across Puerto Rico and the Dominican Republic due to Hurricane Fiona, and it will require a multi-level government approach to ensure vital resources to the region and in a timely manner,” said Rep. Espaillat. “New York City will not leave our brothers and sisters behind, and I welcomed the opportunity to join Mayor Adams and members of the New York City Emergency Management team to assess the damage in Puerto Rico and the Dominican Republic, and we stand ready to ensure the necessary assistance to help individuals and families throughout the region.”

During the assessment tour, Rep. Espaillat and members of the NYC delegation met with San Juan Mayor Miguel Romero and Dominican President Luis Abinader to discuss recovery efforts to the region following damage from Hurricane Fiona.

WASHINGTON, DC— Today, Representative Adriano Espaillat (NY-13) held a strategy planning call with leaders from New York, Puerto Rico, the Dominican Republic, and emergency service organizations in response to Hurricane Fiona.

The purpose of the call was to engage critical stakeholders to discuss pressing on-the-ground needs and encourage federal partners to share resources available to safeguard the livelihood of millions of Hurricane Fiona survivors.

“We have witnessed catastrophic devastation across Puerto Rico and the Dominican Republic, and it will require a multi-level government approach to ensure vital resources to the region and in a timely manner,” said Rep. Espaillat. “I have been working with authorities in the region to address what resources are needed and stand ready to ensure assistance is available to help individuals and families who need our help now more than ever.”

“We thank Congressman Espaillat for his leadership to help coordinate assistance to Puerto Rico in the wake of Hurricane Fiona,” said Executive Director of the Puerto Rico Federal Affairs Administration, Carmen M. Representative Adriano Espaillat Urges House Passage of His Housing Survivors of Major Disasters Act Amid Hurricane Fiona.

Housing Survivors of Major Disasters Act (H.R. 3037) Would Ease Access to Vital Resources for Natural Disaster Survivors, Critical During Hurricane Season.
 

WASHINGTON, DC -- Today, Representative Adriano Espaillat (NY-13) released the following statement in response to Hurricane Fiona, which has caused catastrophic flooding in Puerto Rico as the island was hit this weekend and remains without power. 

This weekend, President Joe Biden declared a state of emergency for Puerto Rico, which authorizes Federal Emergency Management Agency (FEMA) aid to help bolster the island’s emergency disaster relief efforts. 

“Across the nation, millions of people now confront dangerously hot and dry conditions, terrible wildfires, and stronger hurricanes. It is well recognized that the most disadvantaged and low-income households in America are frequently the ones who suffer the most from natural disasters and have the fewest resources to recover afterwards. These households frequently encounter unnecessary and avoidable roadblocks to receiving the support they require to recover despite the obvious need,” said Espaillat.

“We witnessed catastrophic devastation across Puerto Rico this past weekend, and I stand ready to assist my congressional colleagues in providing the necessary resources to the island’s recovery,” he continued. “In the wake of past major disasters, it became apparent that many survivors were having their housing assistance applications denied by FEMA because of the overwhelming documentation the agency requires to prove ownership of damaged property. These actions have resulted in families waiting months to receive housing assistance simply due to unnecessary bureaucratic hurdles. In some cases, they never receive housing assistance at all. This is unacceptable and a terrible flaw in our assistance for major disaster survivors, and we urge House passage of this critical legislation to help remedy this critical failing in our system to help families address the desperate and basic humanitarian needs. 

"I have been working with authorities in Puerto Rico and the Dominican Republic to address what resources are needed and stand ready to ensure these resources throughout the region to help individuals and families who urgently need our help now,” Espaillat concluded.

Reps. Espaillat and Jenniffer González-Colón (PR-At-Large) reintroduced the Housing Survivors of Major Disasters Act, which passed favorably out of committee earlier this year. The bill will enable applicants to declare ownership of their homes without having to undertake efforts to locate deeds, leases, or other previously required documentation following a natural disaster. It will broaden the array of possible proof of residence, making it easier for families to access critical assistance after a storm. Additionally, the bill prohibits FEMA from requiring the notarization of disaster housing assistance applications, often an impossible requirement to meet when communities are in the initial stages of recovering from natural disasters and a bottleneck in the processing of applications for assistance. And most importantly, this bill would expand housing assistance eligibility to other forms of housing, such as mobile homes.  

The Senate companion bill will be introduced by Senator Elizabeth Warren (D-MA), who has championed the legislation in the Senate. Last Congress, the bill was co-sponsored by Senators Richard Blumenthal (D-CT), Edward J. Markey (D-MA), Kamala D. Harris (D-CA), Richard J. Durbin (D-IL), Amy J. Klobuchar (D-MN), Bernard Sanders (I-VT), Kirsten E. Gillibrand (D-NY), Robert Menendez (D-NJ), Tim Kaine (D-VA), Robert P. Casey Jr. (D-PA), Michael F. Bennet (D-CO), and Jeffrey A. Merkley (D-OR).

The Housing Survivors of Major Disasters Act has been endorsed by the Hispanic Federation, UnidosUS, and the National Low-Income Housing Coalition.

Espaillat Touts Benefits of Congestion Pricing in Letter Urging Consideration of Broad Environmental Impacts and Charge Exemptions for Livery Drivers.
 

WASHINGTON, D.C. – Representative Adriano Espaillat (NY-13) recently sent a letter to Janno Lieber, Chair and CEO of the Metropolitan Transit Authority (MTA) urging the state public-benefit corporation to consider the environmental implications of high vehicle congestion and the economic welfare of livery drivers when finalizing their recent New York City Central Business District Tolling Program.

“Neighborhoods near the Cross Bronx Expressway, RFK Bridge, and I-95 have been disproportionately affected by greenhouse gas surges, despite these communities historically contributing the least to overall greenhouse gas emissions,” said Rep. Espaillat.

“Whereas the comment period recently ended for community input, we must consider the calls of an essential working-class immigrant industry or the communities they serve. Nearly 70% of the trips livery-based drivers make are outside of the project’s area, and the request for them to be exempt or be charged just once per day will have minimal impact on the overall project revenue goals.

The Congressman, who has historically supported congestion pricing, notes that  the projects revenue will supercharge the first wave of major expansions to New York’s transit system in over half a century— including the nations largest transit equity Second Avenue Subway Phase II extension.

“New York City requires a holistic approach to environmental and economic justice, and the MTA’s consideration of these issues would improve hundreds of thousands of lives throughout the Bronx by reducing air pollution and increasing the overall transit accessibility for many throughout our communities,” Espaillat concluded.

WASHINGTON, DC – Today, Representative Adriano Espaillat (NY-13) released the following statement in recognition of Hispanic Heritage Month, reflecting on the significant contributions and cultural importance of the growing Latino community in the United States. 

“Latinos contribute to the rich cultural heritage ingrained in the American identity,” said Rep. Espaillat. “As the single largest racial or ethnic minority group in the United States – making up 18.5% of the nation’s total population – Latinos represent a crucial segment of all facets of American life. 

“Hispanic Heritage Month is a time of reflection and engagement to support Latino families across the nation and share stories of our significant contributions that highlight the beauty and diversity of this nation. This month, we honor historical Latino legacies such as Celia Cruz, Arturo Alfonso Schomburg, Jean-Michel Basquiat, Roberto Clemente, Esteban Hotesse, Sonia Sotomayor, and so many more. I am proud to honor the history, culture and influence of past and current Latino generations who influence American politics, labor rights, education, music, food, and many other facets of our lives. 

“Today, over a quarter of public-school students in the United States are Latino, as are nearly 20% of all college students. Latino-owned businesses have seen a 44% growth rate over the last 10 years, distinguishing them as the fastest growing segment of small businesses in the entire country. Latinos have contributed greatly to both here at home and abroad, having fought with commitment and bravery in every war in United States history, including the approximately 500,000 who served in World War II and the more than 60 who have received the Congressional Medal of Honor.

WASHINGTON, DC – On the first day of Hispanic Heritage Month, Rep. Adriano Espaillat (NY-13) and congressional colleagues will help lift up Latino voices standing together to demand Temporary Protected Status (TPS) for Central America at a press conference on the grounds of the U.S. Capitol (Area 11 near House Triangle). 

Immigrant rights groups including CASA, FLIC, 32BJ SEIU, Alianza Americas, and others will join lawmakers to urge Congress and the Biden administration to support TPS for Guatemala, Honduras, Nicaragua, and El Salvador. The designation would provide critical protections for thousands of eligible beneficiaries who have lived in the United States for decades.

Espaillat, Norton, García Write Appropriations Subcommittee on Homeland Security to Request $50 Million in Assistance for Migrants Bused to New York City, D.C., and Chicago.

 

WASHINGTON, D.C. – Congressman Adriano Espaillat (D-NY)Congresswoman Eleanor Holmes Norton (D-DC), and Congressman Jesús G. “Chuy” García (D-IL), sent a letter, signed by 20 other members of Congress, today to Chairwoman Lucille Roybal-Allard (D-CA) and Ranking Member Chuck Fleischmann (R-TN) of the House Subcommittee on Homeland Security Committee on Appropriations requesting that the upcoming fiscal year 2023 (FY23) continuing resolution (CR) provide $50 million above the enacted fiscal year 2022 (FY22) level to the Federal Emergency Management Agency’s (FEMA) Emergency Food and Shelter Program (EFSP) for humanitarian assistance to migrants. 

“As Texas Governor Greg Abbott continues to play political games with thousands of migrant lives, our response must be swift and robust to ensure that sanctuary cities have adequate resources to provide humanitarian assistance for displaced individuals seeking asylum here in our nation,” said Espaillat. “When thousands of migrants began to arrive to New York City, we welcomed them with open arms and connected them to viable resources. Our request for this emergency funding will be put to even greater use in helping bolster programs vital in our efforts in providing aid and assistance for the vulnerable individuals and families seeking our support at this critical moment.”

“In a cynical political stunt which has exploited both vulnerable migrants and D.C., the governors of Texas and Arizona have bused thousands of migrants to D.C., Chicago and New York City in the last several months,” Norton said. “I introduced a bill to provide $50 million in assistance for D.C. to aid the migrants in the current fiscal year, and Rep. García, Rep. Espaillat and I are now requesting an additional $50 million for fiscal year 2023. The funds will be used to provide humanitarian aid through the EFSP program.”

“Playing politics with the lives of these immigrants is dehumanizing and cruel, but not unexpected from the xenophobic, fear-mongering politics of Governor Abbot,” said García. While Chicago remains committed to welcoming these new arrivals, we must ensure their food, shelter and other basic needs are covered. The arrival of these migrants at the border underscores the urgent need to address the root causes of migration and how U.S. policies have contributed to the problem. In the meantime, we must focus on assisting these women, men and children as they arrive in our cities.”

Dear Chair Roybal-Allard and Ranking Member Fleischmann:

     As negotiations begin on the first fiscal year (FY) 2023 continuing resolution, we write to request that the bill provide $50 million above the enacted FY2022 level to the Federal Emergency Management Agency’s Emergency Food and Shelter Program (EFSP) for humanitarian assistance to migrants.

Since mid-April, the governors of Texas and Arizona have exploited and harmed approximately 10,000 vulnerable people fleeing desperate and dangerous situations in their home countries for political gain by busing them to D.C., New York City and Chicago.

The EFSP provides federal funding for food, shelter and other necessities.  In FY 2022, Congress provided $150 million to this program for humanitarian assistance for migrants.  As of July 21, 2022, approximately $85 million of this funding remained available.  However, the busing of migrants to D.C., New York City and Chicago and resettlement in cities like Boston has increased funding requests across the Northeast and the Midwest.  Without additional funding, the EFSP may exhaust its funding.

This funding would ensure that the EFSP can continue to provide humanitarian assistance to meet the needs of all migrants.

Twenty-one years of Remembrance and Resolve since 9/11 attacks. 

 

NEW YORK, NY –– Today, Representative Adriano Espaillat (NY-13) issued the following statement in recognition of the 21st year since the attacks of September 11, 2001:

“September 11th is a solemn reminder to each of us and our allies around the globe of the tragic loss of the nearly 3,000 innocent Americans and our strength as a nation to stand united in the face of terrorism,” said Rep. Espaillat.

“Twenty one years later, we remember the lives lost that fateful day as we witnessed the strength and bravery of individuals who sacrificed everything to help their fellow New Yorkers, colleagues at the Pentagon, and fellow passengers and crew of United Airlines Flight 93.

“As the names of the victims are read each year, we have embraced the loved ones left behind to rebuild along this journey, and as lives were touched around the nation and the world, we have shown our greatest strength as a nation, standing in unity, solidarity, and as ones in the days that followed.

"We reflect on the day in remembrance of the frontline workers who perished while helping their fellow neighbors, and reaffirm our commitment to comfort the survivors and frontline workers who continue to suffer various health issues to this day - including those of whom remain undocumented and feared deportation as they assisted with the cleanup efforts in the days that followed. They too, deserve a pathway to citizenship and legal immigration status here in the United States.
