Representative Adriano Espaillat Releases Reports Showing the Inflation Reduction Act Will Lower Health Care Costs for Local Families.

 

NEW YORK, NY – Today, Representative Adriano Espaillat (NY-13) announced that families in the 13th Congressional District of New York will soon see more affordable prescription drugs for Medicare recipients and lower health insurance premiums made possible by the Inflation Reduction Act.

“For far too long, big corporations have forced many Americans to choose between paying for health care—including lifesaving medication and insurance coverage—and putting food on the table.  With the Inflation Reduction Act now the law of the land, Democrats in Congress have taken bold steps to rein in out-of-control health care costs,” said Rep. Espaillat.  “I’m proud to have voted for this transformational legislation to lower health care costs for families across my district.”

Inflation Reduction Act benefits for 13th Congressional District residents include:

Affordable Health Care

By extending critical tax credits set to expire this year, the Inflation Reduction Act will help 4,456 people in the district currently enrolled in subsidized marketplace health insurance coverage through the Affordable Care Act save an average of $1478 in premiums starting next year.
 
Thanks to the Inflation Reduction Act, a family in the district with two adults, two children, and a household income of $75,000 could save $2,832 on their premiums next year. 
 
A household of two adults over the age of 60 with a joint income of $70,000 could save $8,868 on their premiums next year.
 
Lower Prescription Drug Costs

The Inflation Reduction Act caps Medicare beneficiaries’ annual out-of-pocket costs for prescription drugs covered by Medicare Part D at $2,000 per year starting in 2025.  An estimated 6,000 Medicare Part D beneficiaries in the district had out-of-pocket costs above $2,000 in 2020. 
 
For the estimated 9,900 Medicare beneficiaries receiving insulin in the district, the new law will cap monthly copayments for insulin products at $35 per month.
 
The Inflation Reduction Act finally allows the government to negotiate lower drug prices with Big Pharma.  If the Inflation Reduction Act’s drug pricing provisions had been fully in effect in 2020:
 
o   The total cost of prescriptions filled by Medicare beneficiaries in the district could have been $80 million lower.

o   Medicare beneficiaries in the district could have saved a total of $25 million in reduced premiums and out-of-pocket costs.

The urgent need for these reforms was demonstrated by Committee on Oversight and Reform’s landmark drug pricing investigation, which revealed how the pharmaceutical industry’s uninhibited pricing practices lead to price gouging and runaway costs for Americans.

The following reports detail benefits of the Inflation Reduction Act health coverage provisions and benefits of the Inflation Reduction Act Medicare drug pricing provisions for 13th District residents.

“Today, we recognize Ukrainian Independence day as Ukrainians fight for their continued independence and to save their nation,” said Espaillat. “President Zelenskyy and the people of Ukraine have displayed incredible bravery over the past six months and are undaunted in their determination to defend their democracy. 

"Congress has led the effort to help Ukraine defend itself and must continue to do so until Russia finally ends this unprovoked war. In March 2022, I led a bipartisan effort to designate Temporary Protected Status for Ukrainians, which the Biden Administration implemented swiftly. In light of the grave atrocities reported, I introduced H.Res. 964 with Rep. David Cicilline, calling for Russian President Vladimir Putin and the Russian government to be held accountable for the ongoing violations of international law committed during the invasion of Ukraine – amounting to war crimes and crimes against humanity.

President Biden Signs Historic Inflation Reduction Act Into Law.

 

NEW YORK, NY –Last week, Representative Adriano Espaillat (NY-13) voted to pass the Inflation Reduction Act – historic legislation that will lower families’ kitchen table costs, create millions of good-paying jobs delivering the most significant action on climate in history, and dramatically reduce the deficit.  

President Biden signed this life-changing bill into law earlier today to deliver significant relief for families in New York's 13th congressional district and around the nation.   

The Inflation Reduction Act is a victory for America’s families and for our planet – advancing the people’s interest over the special interest. 
This legislation will bring down costs for working New Yorkers while building a cleaner economic future across the country, taking action to:

1.       Lower prescription drug prices: empowering Medicare to negotiate the price of prescription drugs, preventing excessive price hikes and capping seniors’ out-of-pocket drug costs at $2,000.

2.       Lower health care costs: reducing premium costs for more than 3.7 million New Yorkers by extending ACA subsidies for three more years, locking in average annual savings of $800 per person.

3.       Lower energy costs: saving New York families an average of $1000 per year on their energy bills.

4.     Lower healthcare costs for over 3.7 million seniors in New York on Medicare

5.       Lower the deficit and help fight inflation: making an historic down payment on deficit reduction of approximately $300 billion. 

6.       Deliver America’s largest-ever climate investment: supporting domestic energy production, creating nine million good-paying union jobs and reducing carbon pollution by roughly 40 percent this decade.


According to 126 leading economists – including seven Nobel Prize winners, three former chairs of the Council of Economic Advisers, two former Treasury Secretaries – the Inflation Reduction Act “will fight inflation and lower costs for American families while setting the stage for strong, stable, and broadly-shared long-term economic growth.”  

The Inflation Reduction Act also honors Democrats’ promise: no new taxes on families making $400,000 or less and no new taxes on small businesses.  This legislation is fully paid-for by ensuring that large corporations and the ultra-wealthy pay their fair share:

1.       Strengthening IRS enforcement against wealthy tax cheats.

2.       Closing tax loopholes exploited by the wealthiest few.

3.       Implementing a 15 percent corporate minimum tax on billion-dollar companies and a 1 percent tax on corporate stock buybacks.

Overwhelming majority of the American public supports the Inflation Reduction Act’s key health care, climate, and inflation-fighting measures.  Data for Progress found that 73 percent of voters back the Inflation Reduction Act, including 95 percent of Democrats, nearly three-quarters of Independents, and more than half of Republicans.  This legislation also enjoys broad support from a wide range of advocacy organizations, including the AFL-CIO, Natural Resources Defense Council, League of Conservation Voters, AARP, UnidosUS, Small Business Majority, Protect Our Care and U.S. Conference of Mayors.

“For generations, Social Security has been a sacred promise to our workers who have earned their retirement through decades of hard work. I know how much our seniors and their families rely on this program, which is why I am committed to protecting Social Security,” said Rep. While more than 111,000 constituents in New York’s 13th congressional district rely on Social Security programs, Republicans have unveiled a plan to end Social Security and Medicare in five years. They have also proposed raising taxes on middle class families, which would make it even harder for New Yorkers to prepare for retirement.

When President Franklin D. Roosevelt signed the Social Security Act into law on August 14, 1935, it was a promise to support older Americans. It started off as old-age insurance for individuals, but has grown into a cornerstone of American life, providing comprehensive benefits for retirees and persons with disabilities and their families. Representative Adriano Espaillat Secures Over $123 Million Federal Funding for District Transportation and Infrastructure Projects.


Espaillat Secures $116 Million for MTA Modernization and $7.25 Million for NYC Greenway Expansion.

 

NEW YORK, NY – Today, Representative Adriano Espaillat (NY-13) announced federal grant funding totaling more than $123 Million for transportation and infrastructure projects in New York's 13th congressional district. 

Rep. Espaillat secured $116 Million from the U.S. Department of Transportation Lo-No Emission bus grant to help support the MTA and bring the agency closer to achieving its goal of transitioning its entire 5,800 bus fleet to zero emission vehicles by 2040.

Additionally, Rep. Espaillat secured $7.25 million from the U.S. Department of Transportation for the expansion of the NYC Greenway. After decades of neglect, the NY-13 community looks forward to the New York City Department of Transportation developing the Harlem River Greenway to bring new open space, waterfront access, and a renewed seawall to the communities of Upper Manhattan—from East Harlem to Inwood.

"I'm delighted to help bring this significant level of federal funding and support through the Department of Transportation to bring these major transportation and infrastructure projects in my district closer to achieving their goals," said Rep. Espaillat.

Member Urges OSHA to Prioritize Employee Safety by Overhauling Standards and Practices.

 

NEW YORK, NY – Today, Representative Adriano Espaillat (NY-13) sent a letter to the Occupational Health and Safety Administration (OSHA) urging the consideration of crane and derrick safety standard modernization.

“The recently proposed amendments by the Department of Labor to increase safety standards of the use of cranes and derricks in construction sites fall short and fail to consider the use of new, innovative, and safe technology that has the potential to help save lives,” said Rep. Espaillat. “In 2020, there were more than 1,000 crane violations in the nation, and it is critical OSHA implement crane and derrick technological advancements when amending current safety standards. Doing so compliments the recent implementation of the revised certification requirements within the OSHA Cranes & Derricks in Construction Standard put forth by the Coalition for Crane Operator Safety (CCOS). It is my hope that my call to the Department of Labor will encourage further conversations about the overall modernization of safety standards that prioritize employee safety and aim to prevent accidents at these sites.”

The Infrastructure Investment and Jobs Act's passage marked the beginning of a new wave of public infrastructure, increasing construction projects within our districts. Additionally, the construction industry faces increased labor demand with an estimated 650,000 additional workers needed to meet industry demand this year.

As such, there will be a significant uptick in construction equipment usage, particularly of cranes and derricks, and a need to not only keep up with this uptick but continue to prioritize worker safety. Although significant progress has been made to implement and revise certification requirements within the OSHA Cranes and Derricks construction standards, consideration for emerging technologies has not been considered by OSHA, despite the use of such technologies in the industry. 

“It’s critical we meet this moment and bring federal attention to technologies that will allow us to strengthen our infrastructure, reduce job-site risks, and improve efficacy,” he concluded.

Representative Espaillat Leads Appropriations Request to Support Asylum Seekers and Families Facing Homelessness.
 

NEW YORK, NY – Today, Representative Adriano Espaillat (NY-13) sent a letter to Senate and House Appropriations Committee leadership urging the inclusion of $500 million to support the Emergency Food and Shelter Traditional and Humanitarian Program. The requested funds would provide shelter, food and supportive services to individuals and families experiencing hunger or homelessness, and allow humanitarian assistance to migrant families and individuals encountered by the Department of Homeland Security (DHS).

“We are experiencing a growing unhoused population in communities around the nation, which is being compounded by inflation and the ongoing pandemic,” wrote Rep. Espaillat. “Without federal support, thousands of individuals and families are at risk of losing access to shelters, food, basic health, and other essential support services.

“The demand for safe and secure shelters in our state has also experienced an influx of asylum seekers arriving from Latin America as State officials in Texas and Arizona are sending buses of individuals to New York,” he continued.

“New York City is a safe haven city and will continue to welcome asylum seekers with open arms,” Espaillat concluded.

New York in particular, is experiencing an uptick in individuals seeking sheltering services. According to the New York City Shelter census for July, emergency shelters housed 49,340 individuals, with over 16,000 being children.

New York City has continued to help asylum seekers but requires increased funding for programs that have effectively aided those exercising their legal right to seek asylum in the United States. New York City is proud to meet its moral obligation in providing humanitarian assistance to those in need, but recent upticks including approximately 4,000 asylum seekers – the majority in families with children means that more funding is necessary with thousands more expected to arrive in the coming months.
