Espaillat’s Green Climate and E-Waste Bills Now Part of Historic Package to Help Strengthen American Manufacturing, Technology and Economy. NEW YORK, NY – Representative Adriano Espaillat (NY-13) released the following statement on the inclusion of two of his signature bills as part of the America COMPETES Act of 2022, a historic investment package to help surge production of American-made semiconductors, tackle supply chain vulnerabilities to ensure the production of more goods in America, support scientific research and technological leadership, and strengthen America’s economic and national security at home and abroad.
“The America COMPETES Act is the largest investment in our nation’s manufacturing industries and is designed to support American made production, research and technology —while reaffirming our reputation as a global leader across multiple industries. I am delighted to have two of my bills, the Secure E-Waste Export and Recycling Act (SEERA) and the Green Climate Fund Authorization Act, included as part of this historic American-made legislative package to support and secure our technologies, research, and development right here at home and strengthen our collaboration on projects abroad.”

The Secure E-Waste Export and Recycling Act (SEERA) is a national security bill designed to stop the flow of electronic waste (e-waste) to China and would require domestic recycling of all untested and nonworking electronics, which will also promote the creation of thousands of new jobs in the United States. By keeping these materials at home, we will keep them out the hands of counterfeiters and data thieves.
The Green Climate Fund Authorization Act authorizes $4 billion in both FY2022 and FY2023 for U.S. contributions to the Green Climate Fund, an independent, multilateral fund established by the United Nations Framework Convention on Climate Change to help developing countries limit or reduce their greenhouse gas emissions and adapt to climate change.

Representative Espaillat is the first Dominican American to serve in the U.S. House of Representatives and his congressional district includes Harlem, East Harlem, West Harlem, Hamilton Heights, Washington Heights, Inwood, Marble Hill and the north-west Bronx.
