Representative Adriano Espaillat Introduces the Harvesting Knowledge Act.
 
Bill Aims to Educate Students on Urban Agriculture and Foster Sustainable Development.

 

NEW YORK, NY – Representative Adriano Espaillat (NY-13) has introduced the Harvesting Knowledge Act, legislation to support urban agriculture education—a critical yet often overlooked curriculum that will jumpstart students’ interest and careers in sustainable agricultural technology. 

“Nurturing student access to STEM education and urban agriculture will be critical to the health and sustainability of our future,” said Rep. Espaillat. “This bill will help train tomorrow’s biologists, nutritionists, and climate change scientists—especially in urban areas with limited access to farms. By increasing access to new technologies and skills today, our students and their families will have the resources they need to help secure a sustainable future in the face of the daily challenges of climate change.”

The Harvesting Knowledge Act would amend the Elementary and Secondary Education Act of 1965 to include indoor agricultural technology as an activity that supports well-rounded education and provide grant funding for related projects.

The bill will also:

*  Provide a dedicated funding stream for urban agriculture education

*  Focus on including hydroponic and aquaponic technologies in classroom education

*  Introduce hands-on activities to cultivate interest in biology, nutrition, and sustainability

Representative Adriano Espaillat Honors Legacy of Harlem Doctor May Edward Chinn, Pioneer Black Female Physician in New York City.

 

NEW YORK, NY – Today, Representative Adriano Espaillat (NY-13) honored Dr. May Edward Chinn by submitting a Congressional Record insert acknowledging her life’s work and legacy. Dr. Chinn was the first Black woman to graduate from Bellevue Hospital Medical College in 1926, which is now known as New York University Grossman School of Medicine and the first Black woman to complete an internship at Harlem Hospital in 1928. Today and every day, we honor herstory and commend her determination to provide medical care to the disadvantaged and for her work in cancer detection:

“Dr. May Edward Chinn dedicated her life to serving others and through her determination and hard work, she helped advanced medical treatments for cancer screening that continues to save lives still today,” said Rep. Espaillat. “During a time in our history when many of our institutions remained segregated, Dr. Chinn often faced barriers and was excluded due to her race and gender. Yet, like the many who have proceeded her, Dr. Chinn persisted, and she persevered. Creating a haven for patients of color by opening her own practice in Harlem and regularly performing procedures in patients’ homes because of her inability to use surgical equipment in New York City public hospitals during the time, Dr. Chinn is a trailblazer, and her professional journey should serve as an inspiration for all of us. I am grateful to the Harlem Cultural Archives for its research to share this story and I am honored to enter Dr. Chinn’s life story and legacy into the Congressional Record.” 

“Dr. Chinn represents the selfless and caring spirit of Black women around this country,” said Manhattan community activist Michelle D. Winfield. “Even with barriers and adversities, she became a trailblazer for Black women in medicine while selflessly serving the residents of Harlem and New York City. We are grateful to Congressman Espaillat for helping share the story of one of Harlem’s gems and delighted to know that the legacy of Dr. Chinn has not gone unnoticed.”

“The Harlem Cultural Archives historical society is grateful to Congressman Espaillat for today’s entry into the Congressional Record of the little-known story of Dr. May Edward Chinn,” said Glenn Hunter, executive director of the Harlem Cultural Archives. “Dr. Chinn was the first African American female to complete her internship and be granted admitting privileges to Harlem Hospital and collaborated with other medical professionals to find ways to detect early cervical cancer which culminated in the Pap Test. Through the barriers and obstacles she faced, her work and research continues to save lives and impact each of us. HERstory is one deserving to be shared far and wide and we are truly grateful for all who have helped ensure her legacy is not forgotten.”

Resolution Recognizes Access to Abortion Constitutes Access to Health Care as a Fundamental Liberty & The Need for Judicial Reform.

 

WASHINGTON, DC – Today, Representatives Adriano Espaillat (NY-13) and Sheila Cherfilus-McCormick (FL-20) introduced a resolution condemning the United States Supreme Court’s decision to overturn Roe v. Wade and Planned Parenthood v. Casey and reaffirming their commitment to advancing reproductive justice and judicial reform.

Approximately 64,000,000 women and girls of reproductive age live in the United States, and more than half of them live in states that could seek to ban or further restrict access to abortion now that the Supreme Court overturned Roe and Casey. As Justices Breyer, Sotomayor, and Kagan stated in their dissenting opinion, the holding in Dobbs results in the “curtailment of women’s right, and of their status as free and equal citizens.” Women living in poverty, people of color, undocumented persons, as well as transgender and gender non-binary individuals will be disproportionately harmed by the Supreme Court’s action. The decision to end the federal constitutional right to an abortion strips these groups of choice and will have reverberating negative personal and financial outcomes, including financial instability, the ability to attain higher education, as well as disruptions to the overall health care for people reliant on clinics for preventative care.

“Our nation is reeling following the Supreme Court’s decision to abolish the reproductive rights recognized in Roe and Casey and relegate women and others to second class status here in our nation,” said Rep. Espaillat. “The Supreme Court acted as politicians not neutral jurists when they obliterated decades of progress for equality and reproductive justice for millions of women in America, who lost a fundamental constitutional protection and the freedom of choice. This decision will disproportionately harm women of color, women living in poverty, and undocumented women who will be unable to travel, and will potentially put lives in danger as studies indicate that pregnancy-related deaths will increase by 21 percent when reproductive rights are restricted. Congress must commit to correcting this wrong and ensuring the fight for reproductive justice continues.”

"Abortion bans are systemic discrimination and racism in action—and the impact of this decision falls hardest on people who already face discriminatory obstacles to health care—particularly Black, Indigenous, and other people of color, people with disabilities, people in rural areas, young people, undocumented people, and those having difficulty making ends meet. Lawmakers must support health policies based on sound science and evidence,” said Rep. Cherfilus-McCormick. “Politicians must seek to improve access to care, not restrict it. Legislative restrictions fundamentally interfere with the patient-provider relationship and decrease access to necessary care for all women, and particularly for low-income women and those living long distances from health care providers. Health care decisions should be made jointly only by patients and their trusted health care professionals, not by politicians. Decades of attacks have left abortion rights hanging by a thread in the U.S. I am proud to have voted for the Women’s Health Protection Act, and will keep fighting until every person, no matter where we live, how much money we make, or what we look like, has the freedom to make our own decisions about our lives and futures.”

“The Court’s decision in Dobbs should live in infamy. Indeed, the decision makes plain that our Judiciary is in desperate need of reform. The resolution introduced by Congressman Espaillat and Congresswoman Cherfilus-McCormick, as well as 50 original cosponsors, recognizes this. It is a call to action that everyone who cares about democracy, equality, and justice should heed.” said Prof. Khiara Bridges, Professor of Law at UC Berkeley School of Law and Faculty Director of the Center on Reproductive Rights and Justice.

The Espaillat-Cherfilus-McCormick resolution:

1.  Condemns the restless and newly constituted Supreme Court’s holding in Dobbs v. Jackson Women’s Health Organization;

2.  Commits to utilizing constitutional authorities provided to Congress under Article III of the Constitution to enact judicial reform, helping reassure public confidence in the Supreme Court so that it is not viewed as a partisan institution.

3.  Commits to ensuring that Federal law advances reproductive justice, recognizing that access to abortion constitutes access to health care as a fundamental liberty of all human beings.

4.  Commits to protecting communities that will be disproportionately impacted by the holding in Dobbs, including women of color, undocumented women, women living in poverty, LGBTQIA+ individuals, gender nonconforming individuals, and individuals with disabilities.

5.  Urges the Executive Branch to utilize constitutional authorities and a whole-of-government approach to advance reproductive justice.

Member Hosted Inaugural Waterfront Tour Along Harlem River to Assess Environmental Justice Needs.

 

NEW YORK, NY – Representative Adriano Espaillat (NY-13) hosted a waterfront tour along the Harlem River late last month to assess coastal infrastructure and environmental justice needs impacting New York’s 13th congressional district.

The tour featured 16 locations highlighting ongoing and completed projects as well as infrastructure needs, including projects related to water quality, public waterfront access, pedestrian and wildlife safety, sewage control, flood management, storm resiliency, sanitation, and more.

“Investing along our waterfront has tremendous benefits on the quality of life of New York City residents, families and visitors across my district,” said Rep. Espaillat. “I appreciate each of the local environmental organizations and officials who participated in my recent waterfront tour to ensure the health, safety and vibrancy of this region for years to come. Our gorgeous waterfront presents boundless opportunities—to create good-paying green union jobs, bolster community resilience, and address climate change—and it will take each of us to protect it for the sake of our health and our future.”

Representative Adriano Espaillat Announces Congressional App Competition for District Students.


Call for Submissions: 2022 App Competition Now Open!

 

NEW YORK, NY – Representative Adriano Espaillat (NY-13) has launched this year's Congressional App Challenge (CAC), an annual competition designed to encourage student participation in computer science and coding. Students from New York's 13th congressional district are encouraged to register online and submit their app by November 1st.

Officially launched by the U.S. House of Representatives in 2015, this nationwide effort allows students to compete against their peers by creating an application (also known as an “app”) for desktop/PC, web, tablet, mobile, raspberry Pi or other devices. The Challenge is designed to promote innovation and engagement in computer science and accepts any programming language, such as C, C++, Java, JavaScript, Python, Ruby, or "block code." 

The Congressional App Challenge is open to all middle and high school students in the 13th Congressional District of New York. Students entering the competition must submit their app to CongressionalAppChallenge.us during the Competition Submission Period through November 1st, 2022.

The winner from the New York's 13th congressional district will be chosen by a panel of expert judges and featured on CongressionalAppChallenge.us. The winning app will also be eligible to be on display in the U.S. Capitol, honoring the winners from across the country.
